Telangana SOR क्या है और क्यों जरूरी है?
Schedule of Rates यानी SOR एक official document है जो Telangana Government के सभी engineering departments द्वारा use किया जाता है। इसमें construction से related हर छोटी-बड़ी चीज की standardized rates दी गई होती हैं – cement से लेकर labour charges तक, बिल्डिंग construction से लेकर road making तक।
सीधे शब्दों में कहूं तो यह एक price list की तरह है, लेकिन सिर्फ price list नहीं – इसमें detailed specifications, quality standards, और work methodology भी include होती है।
Telangana Schedule of Rates 2025-26 में क्या नया है?
Telangana Government ने 2025-26 के लिए Common Schedule of Rates approve कर दिया है, जो 1 जून 2025 से effective हो गया है। इस नए edition में कुछ important changes किए गए हैं:
मुख्य Updates और Changes:
1. Comprehensive Coverage – यह SOR चार major categories को cover करता है – Irrigation works, Road & Bridge construction, Building works, और Public Health projects। पहले कुछ departments की अलग-अलग rate lists होती थीं, अब सब एक ही document में मिल जाएंगी।
2. Area Allowances की Updated Guidelines – इस बार area-wise allowances को revise किया गया है। मतलब अगर आप Hyderabad में काम कर रहे हैं या फिर किसी remote area में, तो rates accordingly adjust होंगी। यह एक practical approach है क्योंकि material transportation और labour availability हर जगह different होती है।
3. Manufactured Materials पर Focus –Government ने manufactured materials के use पर emphasis दिया है। मतलब जहां possible हो, factory-made items को preference देनी है। यह quality control के लिहाज से अच्छा decision है।
4. Distribution Guidelines -इस बार unauthorized reproduction के खिलाफ strict regulations लगाए गए हैं। सिर्फ authorized personnel ही इसे print और distribute कर सकते हैं। यह piracy रोकने के लिए जरूरी कदम है।
Telangana SOR का Structure कैसा है?
SOR को चार main Parts में divide किया गया है:
Part-I: Irrigation & CAD Works
इसमें शामिल हैं:
- Dam और allied works
- Canals और canal structures
- Canal Cross Drainage (CD) works
- Tunnels और related construction
- Preliminary और maintenance works
- Hydraulic gates और allied structures
- Lead और lift calculations (सभी departments के लिए applicable)
मेरे experience में, irrigation works की rates सबसे complex होती हैं क्योंकि इनमें specialized machinery और technical expertise की जरूरत पड़ती है।
Part-II: Roads and Bridges
यहां मिलेगा:
- Different types of road construction
- Bituminous work
- Concrete roads (CC और PCC)
- Bridge construction – small से लेकर major bridges तक
- Traffic management structures
- Road furniture (signages, barriers, etc.)
एक interesting बात – NH (National Highway) projects के लिए कुछ special rates हैं जो normal state roads से थोड़ी different होती हैं।
Part-III: Building Works (Electrical सहित)
यह शायद सबसे commonly used section है:
- Foundation से लेकर finishing तक सब कुछ
- Structural work – RCC columns, beams, slabs
- Masonry work – brick, stone, block
- Plastering, flooring, painting
- Electrical installations
- Plumbing और sanitary works
- HVAC और firefighting systems
मैंने देखा है कि ज्यादातर confusion electrical items में होती है क्योंकि technology बहुत तेजी से change होती है।
Part-IV: Drinking Water Supply & Public Health
इसमें शामिल है:
- Water supply pipelines
- Sewerage systems
- Drainage works
- Water treatment plants
- Pumping stations
- Manual labour-based works
यह section specially manual means से किए जाने वाले works के लिए है।
GST और Tax Implications
यह एक महत्वपूर्ण point है जो बहुत से लोग miss कर देते हैं। SOR में दी गई rates में GST included नहीं होती। आपको separately add करनी पड़ती है:
- Earthwork dominant projects (जहां 75% या ज्यादा earthwork है): GST @ 5%
- बाकी सभी works: GST @ 12%
यह difference काफी matter करता है। मान लीजिए ₹1 crore का project है जिसमें ज्यादातर excavation work है – तो आपको ₹5 lakh GST add करनी होगी। लेकिन अगर वही project building construction का है, तो ₹12 lakh GST लगेगी।
Telangana SOR को कैसे Access करें?
यह सबसे practical question है। मैं आपको step-by-step बताता हूं:
Option 1: Official Government Websites
- Irrigation Department: irrigation.telangana.gov.in
- Roads & Buildings: roadbuild.telangana.gov.in
- Public Health: publichealth.telangana.gov.in
हालांकि honestly बोलूं तो government websites पर navigation थोड़ा tricky होता है। कभी-कभी direct link मिल जाती है, कभी downloads section में ढूंढनी पड़ती है।

अगर आप regular basis पर SOR use करते हैं, तो printed version खरीद लेना better है। Authorized sellers से मिलती है – usually engineering departments के office के पास की bookshops में। Price करीब ₹2000-2500 के बीच होती है।
किन-किन को SOR की जरूरत पड़ती है?
मेरे अनुभव से, ये professionals SOR का most regularly use करते हैं:
1. Government Engineers
सभी departments – PWD, I&CAD, R&B, PHMED – के engineers को daily basis पर SOR चाहिए। Estimates, tenders, DPR (Detailed Project Report) सब इसी के base पर बनते हैं।
2. Contractors और Builders
Government tenders में bid करने के लिए SOR rates का proper knowledge होना must है। Competitive bidding में यही आपकी winning strategy बनती है।
3. Consultants और Architects
Project planning और costing के समय architectural consultants को भी SOR reference करनी पड़ती है, especially जब client government body हो।
4. Quantity Surveyors
BoQ (Bill of Quantities) preparation में QS professionals extensively SOR use करते हैं। Actually, unke liye यह Bible की तरह है।
5. Valuers और Assessors
Property valuation के लिए – चाहे bank loan हो, insurance claim हो, या taxation – valuers SOR को benchmark के तौर पर use करते हैं।
6. Students और Researchers
Civil engineering students को curriculum में SOR पढ़ाया जाता है। Research scholars भी cost analysis studies में इसे reference करते हैं।
SOR को Practically कैसे Use करें?
आइए एक real example से समझते हैं। मान लीजिए आपको एक small community hall का estimate बनाना है:
Project Details:
- Plinth area: 200 sq.m.
- Structure: RCC framed
- Location: Hyderabad
Step 1: Item-wise Breakdown SOR में जाकर हर work item को identify करें:
- Excavation for foundation
- PCC bed
- RCC foundation
- Column construction
- Beam और slab
- Brick masonry
- Plastering
- Flooring
- Painting
- Electrical work
Step 2: Quantities Calculate करें हर item की quantity निकालें। जैसे:
- Excavation: 150 cu.m.
- PCC: 25 cu.m.
- RCC for columns: 8 cu.m.
- और इसी तरह बाकी items
Step 3: SOR Rates Apply करें अब हर item की quantity को उसकी SOR rate से multiply करें। Suppose:
- Excavation @ ₹250 per cu.m. = 150 × 250 = ₹37,500
- PCC @ ₹4,500 per cu.m. = 25 × 4,500 = ₹1,12,500
- और इसी तरह बाकी
Step 4: Add करें सब कुछ सारी items की cost add करें, फिर:
- GST add करें (12%) ,अगर SOR में शामिल नहीं है तो
- अगर कोई special conditions हैं तो वो भी शामिल करे
बस, आपका estimate ready है!
Common Mistakes जो लोग करते हैं
मैंने अपने career में ये galtiyan देखी हैं – आप इनसे बचें:
Mistake 1: Outdated SOR Use करना
सबसे बड़ी गलती है पुराने SOR से rates लेना। Material prices तेजी से बदलती हैं। हमेशा latest SOR use करें।
Mistake 2: GST Forget करना
कई लोग SOR rates को final समझ लेते हैं और GST add करना भूल जाते हैं। यह serious error है जो आपकी costing में बड़ा gap डाल सकती है।
Mistake 3: Local Conditions Ignore करना
SOR में general rates होती हैं। But अगर आपका site remote area में है या access difficult है, तो transportation charges extra लगेंगे। इसे factor in करना न भूलें।
Mistake 4: Specifications को Overlook करना
सिर्फ rate देखना काफी नहीं है। SOR में दी गई specifications को भी ध्यान से पढ़ें। Cement grade, concrete mix, brick quality – सब specified होता है।

Department-wise Differences समझें
हालांकि SOR “Common” है, लेकिन फिर भी कुछ differences हैं:
Irrigation Department
यहां specialized items ज्यादा हैं – gates, shutters, canal lining। Rates भी accordingly higher होती हैं क्योंकि specialized labour और equipment चाहिए।
Roads & Buildings
यह सबसे versatile section है। Urban और rural areas के लिए अलग-अलग provisions हैं। Material quality standards भी clearly defined हैं।
Public Health
Sanitary और water supply works में hygiene standards को priority मिलती है। इसलिए material specifications काफी stringent हैं।
Area Allowances का Calculation
Telangana में different areas के लिए different allowances हैं। यह transportation cost, material availability, और labour rates के basis पर decide होता है।
Classification:
- Category A: Hyderabad metropolitan area
- Category B: District headquarters
- Category C: Mandal headquarters
- Category D: Rural और remote areas
जैसे-जैसे आप metropolitan area से दूर जाते हैं, allowances बढ़ती जाती हैं। यह logical भी है – remote area में cement bag पहुंचाने में ज्यादा cost आती है।

SOR एक living document है। Material prices, labour rates, technology – सब बदलते रहते हैं। इसलिए regular updates जरूरी हैं।
Usually Telangana Government हर साल या हर दो साल में SOR revise करती है। Current SOR तब तक valid रहेगा जब तक नया issue नहीं हो जाता।
अगर कोई discrepancy मिलती है, तो आप इसे concerned department को report कर सकते हैं। वे corrigendum या addendum issue करते हैं।
